Mr de Brenni said the Queensland government would “continue to invest in TAFE and vocational training as a public service”.Some vocational educational revenue to TAFE is lost through competition from private training providers offering cheaper courses, while other revenue is lost thanks to complex changes to student loans reducing the number of students, the report finds.In addition, there are 540 private providers of vocational training, with a range of expertise and training.The long-term financial viability of Queensland’s vocational education system is under threat because student numbers have stalled and student fee revenue is falling.The Queensland government now directly funds “more than 30 per cent” of TAFE Queensland’s operations and 46 per cent of CQU revenue.The QAO report says the Queensland government might need to increase the money it provides to the vocational educational sector to keep it viable in the longer term.“(The) VET Student Loans restricted the courses eligible for student loans, and introduced loan caps and tighter student eligibility,” the report says.Vocational education loans will be discussed at the Council of Australian Government meeting in Cairns on Friday.The QAO report says Queensland does not have a vocational training strategy.“So far, the initiative has supported 41,568 Queenslanders at a cost of $296.56 million - an average of $7134 per student."The report finds the Palaszczuk government’s signature skills training scheme, Skilling Queenslanders for Work, is performing better than its projections.The government recognised it needed to provide TAFE campuses in “not profitable” regions such as Cherbourg and in the Torres Strait.The report criticises the Australian government’s 2017 changes to vocational education student loans for reducing student numbers and making education more expensive.“If public sector providers’ costs remain stable and their student fee revenue continues to decline as forecast, the gap between revenue and expenses will grow,” it states.Premier Annastacia Palaszczuk and acting Training Minister Mick de Brenni released a Skills for Queensland strategy and free apprenticeships for people under 21 on Monday.Opposition training spokeswoman Fiona Simpson questioned why one-third fewer students completed TAFE studies in 2018.“This reduced affordability for some students and reduced enrolment numbers.”The government would also set up new regional “jobs committees” to help plan local training, he said.There are two main government providers of vocational education courses in Queensland - TAFE Queensland and Central Queensland University - and five overall.“This means there is a risk the government will need to fund a greater proportion of public sector providers’ operations through grants for them to remain sustainable.”Despite government vocational educational spending increasing by an extra $130 million (21 per cent) over four years to 2017-18, student numbers “remained static”.“TAFE is in crisis with record financial losses, collapsing student numbers and plummeting completion rates,” Ms Simpson said.But despite a $130 million increase in vocational education funding over the past four years, there has been no increase in the number of vocational education students in the state.But one-third fewer students (22,435) finished TAFE courses in 2018 than in 2014 (33,285).Mr de Brenni said a new ministerial roundtable would let industry groups provide input to government on skills shortages.“Labor’s TAFE bosses are more interested in wining, dining and flying than training our young people."But the Queensland Audit Office says student employment outcomes are still “in line with the average of other states or slightly above”.“The initiative is on track to meet its target of investing $420 million to assist 54,000 Queenslanders into work over six years (2015-16 to 2020-21) at an anticipated cost of $7778 per student,” the report says.Tony Moore is a senior reporter at the Brisbane TimesA QAO report has found 82.7 per cent of students surveyed after leaving Queensland’s VET sector were employed or had moved to other study.
